October 23, 2007 -- St. Charles Parish has released the 2008 Annual Budget Proposal. This budget will be open for public comment during scheduled meetings over the next several weeks. Please visit the Parish website for scheduled dates and times.

 **2005-0128 ( 5/2/2005, Ramchandran ) A resolution requesting a study be conducted of the Pest Problems in Ormond Country Clubs dedicated drainage pond areas and back yards of residents and all other parish residential communities where pest problems persist due to the multiplication of nutria.

**UPDATE - Council votes down resolution on May 2.  This Resolution was re-introduced on May 16, and passed with Fabre and Hilaire voting against.

April 13, 2005 -- The OCA Board voted to make changes involving Officer and Committee Chairman Positions during the April 13, 2005 Board meeting. These changes were necessitated by the retirement of Ziggy Sobolewski from the OCA Board. Even though we knew Ziggy was trying to sell his house and relocate to the North Shore, we never really wanted to face the day that we would no longer be able to work with him on the OCA Board. For many years, Ziggy has been a major volunteer and contributor to the OCA, the Ormond Subdivision, and St. Charles Parish. Ziggy is retired from Shell, and is now involved with real estate rentals on the Florida coast. He and his wife Carol now live on the North Shore, where they are closer to family. We wish Ziggy and Carol much success in their new business endeavors, and hope they enjoy their new home. If you would like to contact Ziggy, please e-mail him at zsobolewski@charter.net. Lyle Melancon has been elected to the Vice President position, John Hartline has been elected to the Secretary Position, and Pat Ricks has been elected to the Beautification Chairman position. Please welcome them to their new positions, and I know that they will all do a great job in fulfilling their new OCA roles and responsibilities.

The OCA now has two open Board positions. If you would like to become an OCA Board Member, please contact any of our current Board Members for information.

February 2, 2005 -- The OCA Board met to discuss the following SCP proposed ordinance:

2005-0005 ( 1/10/2005, Laque, Department of Finance ) An ordinance adopting the St. Charles Parish Council Road and Bridges Capital Program Budget for fiscal year 2005 through 2007 in accordance with the Parish Transportation Act. (Note: The OCA has requested additional information from the Parish which shows which roads, in District 3, will be included in this budget. Per Ram-This is a formality for planning purposes required by State law. Details will follow in the future.)

2005-0014 ( 1/10/2005, Laque, Department of Planning & Zoning ) An ordinance to approve and authorize the execution of an Act of Donation by Dorvin Developments, Inc., for a Recreation Park in Destrehan. (Note: The OCA has requested additional information from the Parish concerning the specifics of this Ordinance. Per Ram-Dorvin Development dedicated, near Panther Run, close to 2 acres as a neighborhood park. It is part of the set aside required by our Zoning Ordinance as cash or land. 5% of the development is usually used as a guide.)

2004-0461 ( 12/6/2004, Ramchandran ) An ordinance of the Parish of St. Charles providing that the Code of Ordinances, Parish of St. Charles, be amended by revising Section 15-5, Motor Vehicles and Traffic, of said Code, to provide for the installation of Three-Way “Stop” signs at the intersection of Madewood Drive and Longview Drive in Destrehan. (Per Ram-Madewood and Longwood Drive, on the north side of the RR track, requested by residents there. Speeders again. PWD is studying the issue and will recommend Yeh or Neh shortly.)

2004-0480 ( 12/6/2004, Laque, Department of Finance ) An ordinance to amend the St. Charles Parish Code to adjust the Service Charge for Recycling Collection Services for St. Charles Parish. (Note: The OCA has requested additional information from the Parish concerning the specifics of this Ordinance. Per Ram-Tabled, waiting on recommendation from Citizens’ Recycling Committee in Feb/Mar.)

2005-0029 ( 1/24/2005, Laque ) An ordinance to amend the Code of Ordinances to revise Chapter 15, Section 15-9. Speed Limits to change the Speed Limit on Ormond Boulevard to 40 miles per hour. (Note: The current speed limit is 35 MPH in a residential area. Per Ram-The Parish received funding to study traffic in St. Charles Parish. South Central Planning did the data collection on Ormond Blvd. As a main artery, they recommended to increase speed here and on River Rd. between Apple St. in Norco and the Spillway Levee. Totally unwarranted. We already have problems with speeders on the Blvd. Tough your info was balanced, THERE IS NO ADVANTAGE IN INCREASING THE SPEED LIMIT. Hope OCA will object to the increase. People who recommended it don’t live here and do not know our neighborhood. This is a residential area and the administration is looking to stripe the Blvd. for the past ONE year. Cost $45,000. Mr. Laque promises me to complete it shortly! Heavy trucks mean MORE break down of the roads. No guarantee they will be fixed on time. Need HELP to object to the speed increase.)

OCA-Strongly Against

2005-0031 ( 1/24/2005, Ramchandran ) An ordinance to RESCIND Ordinance No. 05-1-4, providing that the Code of Ordinances, Parish of St. Charles, be amended by revising Chapter 10, Article II. Uniform Solid Waste Management System; providing a prohibition for deposit of any construction debris prior to the day preceding the scheduled collection and prohibition for deposit of any household garbage, lawn clippings, trash bags or any other waste materials before 6:00 P.M. on the day preceding the scheduled collection. (Per Ram-This revokes the earlier Ordinance on garbage can placement before 6:00PM previous day to collection date. Though some citizens want to keep it, a great majority are against, hence the revocation. The council has to address health related issues on garbage. I will bring it to the OCA Board for support when ready.)

January 22, 2005 -- As most of you know there was an unfortunate incident that took place at our 1/12/2005 OCA Board meeting. Although we cannot discuss the incident details, we would like you to know that due to issues surrounding the incident and other ongoing concerns, the Board decided that changes were needed. A Special meeting of the Board was scheduled on 1/18/2005 to discuss organizational changes we felt were necessary if the OCA was to move forward for our members. At the meeting, Mr. Bob Lockwood was voted off the Board and Mr. Mark Tienvieri was elected to the office of President. We want to thank Mark for assuming this role under difficult circumstances. Mark and his wife Grenda are outstanding OCA members and great residents of the community. The Board wishes Mark success in his new role. The Board would also like to thank all of its Officers and Directors and we would like to take this opportunity to let you know that we stand behind all of our current remaining Board members. All of the Board members would like to reiterate that we are dedicated to building better relationships with our community leaders, building respect for our community, and working the issues necessary to keep Ormond a great place to live. Additionally, we would like to take this opportunity to solicit new Board members. There are currently 2 vacant Board seats and we encourage interested members to take this opportunity to apply for Board membership.

January 12, 2005 -- St. Charles Parish Councilman Ram Ramchandran solicited input and support from the OCA Board for the proposed garbage Ordinance in late December, 2004. Even though a few individual OCA Board members indicated to Ram that they supported the Ordinance, majority OCA Board support was not obtained prior to the January 10, 2005 St. Charles Parish Council meeting. Ram felt that he had the approval from the OCA Board, and introduced the Ordinance at the SCP council meeting. The OCA Board meets on the second Wednesday of the month, and had not had time to develop a Board majority approved position statement on the proposed Ordinance. When the Ordinance was discussed during the last OCA Board meeting on January 12, the Board failed to develop a majority approved position statement, and will re-address this issue at the next regularly scheduled OCA Board meeting in February.

October 11, 2004 -  St. Charles Parish Submits 2005 Budget. Analysis reveals gaps in funding for infrastructure and drainage.
