Members,
The OCA Board is looking for residents
interested in joining the OCA Board. If you or someone you know are interested in becoming a Board

We have also been noticing many signs and
trash along Ormond Blvd. Signs are not allowed in the median per a St. Charles
Parish Ordinance and are an eye sore in our neighborhood. Contact the St.
Charles Planning and Zoning Department at 985-783-5060 to
complain about signs and trash.

A new pump station under
construction in St. Rose will be draining Destrehan and St. Rose by next
hurricane season, St. Charles Parish and Pontchartrain Levee District
officials said Wednesday at a ground-breaking ceremony for the $19 million
project.
The east bank levee, which is a federally funded
project, is about a year way from completion.
At the ground-breaking
ceremony for the Cross Bayou pump station, dignitaries celebrated the
beginning of the long-awaited project. The project is funded by the
Pontchartrain Levee District, the state Department of Transportation and
Development, which provided $7.3 million and Shell and Motiva Enterprises,
which operate an oil refinery and a chemical plant in Norco and each donated
$2.5 million. "On behalf of the 25,000 people who live on the east bank, and
the people who work in our refineries and plants, we are very happy that
this project is moving forward," Parish President V.J. St. Pierre Jr. said
at the muddy construction site. The new station will have the capacity drain
12,000 acres on the east bank. We're not just dealing with storm surge. I
think everybody recognizes the tremendous risks that we have from intense
rainfall events,'' said Col. Alvin Lee, commander of the Corps New Orleans
District. Shell also paid $5 million to help build the smaller Bayou
Trepagnier pump station in 2003. Shell/Motiva Site Manager Don Weaver said
the initial contribution helped solve drainage problems in Norco and at the
plant, but that the Cross Bayou donation will have more indirect benefits.
"It's a value to the community to keep our folks dry," he said. The levee
district is using $6.7 million in cash and federal credits to pay for the
pump station. Some of the money was released when the federal government
picked up a larger share of the cost of raising the New Orleans and vicinity
levee system to the 100-year elevation. "Point blank, this pump station is
not costing the residents of St. Charles Parish one more penny," levee
district President Steve Wilson, said. The station is designed to pump up to
1,300 cubic feet of water per second over the St. Charles LaBranche levee.

LADOT completed the Airline Drive Guardrail Project.

Ormond Blvd. Culvert Replacement Project
The
drainage culverts that run under Ormond Blvd. in the canal from the golf
course to Pump Station 1 are undersized and deteriorating and need to be
replaced. The parish has a project to perform that replacement in 2010. This
project will take several months to complete and will require that traffic
on Ormond Blvd. and adjacent streets be detoured. Please see the

traffic plan files for additional details. Additional updates will be
provided when the construction start date has been finalized.

Ormond Traffic
Study
The Parish has contracted with Urban Systems
Associates, Inc. to study the traffic flow in Ormond and make recommendations
for improvements to the Parish Public Works Department. Please see their

Barge Fleeting
Industrial Expansion at the Entrance of Ormond at River Road
The OCA fought to limit barge fleeting on
the river at Browns Curve at the entrance to Ormond off River Road. It now
appears that the owners are requesting approval to expand this industrial
facility. Please write the Parish Administration and ask them not to support
this request.

Status of
Current Issues-
Parish Budgets -
No new reports.
Garbage Collection in the Subdivision -
The Parish has contracted with Coastal Waste Management for garbage pick-up.
Unfortunately, recycling is not in the current scope of their contract and is
currently suspended indefinitely.
Street Lights in the Subdivision - If you
are aware of a street light that does not work, please call 985-764-1207
to have it repaired. You can also go to the St. Charles Parish
Street Lighting Web Page Link.
Ormond Blvd. Maintenance - The Parish mows all of the Ormond Blvd.
neutral ground, except at the Airline Dr. entrance. The OCA pays to
maintain the two entrances and the planters in between. The Parish is responsible for
maintenance of the trees and the OCA funds the planting of new trees on
the Blvd.

Crime and Speeding by Drivers in the Subdivision -
Sheriff Greg Champagne has committed to maintain a high
level of Patrols in Ormond. Speeding continues to be a problem in the subdivision.
Anyone who uses the bike paths or walks the streets are at risk of
serious injury.
Traffic Congestion in the Subdivision - It is the OCA's position that further development should be discontinued
until the Parish develops and implements a traffic plan that alleviates the
problems that have been created along Ormond Blvd. from the River Road to the
Airline Drive. Keep in mind that the OCA Board is not against development but in
favor of resolving traffic problems.

OCA Board Approved Position Statements-
To request a statement from the OCA, to determine their position on topics
that may have an impact on the residents of the Ormond subdivision or
surrounding community, please follow these general guidelines:
- Send a letter to the OCA requesting their position on your topic of
interest.
- Provide a detailed description of your topic.
- Allow 2 to 4 weeks to receive a response. The Board normally meets once
a month, and this will give us time to review your information and solicit
input from our General Membership.
- If you need a quicker response, please indicate that in your letter. The
Board will then determine if the response timeframe can be shortened by
calling a special Board meeting.
- Our final position statement on your topic will be sent to you via
e-mail, and published in the
OCA
Internal News Page of this website as a Press Release.
